Higher non-commissioned categories also benefited substantially from the allocation. Police Senior Master Sergeant (PSMS) ranks received 651 advancement slots, with Police Chief Master Sergeant (PCMS) positions accounting for the largest single allocation at 1,506 slots. Police Executive Master Sergeant (PEMS) positions received 194 promotional opportunities.

Commissioned officer ranks similarly benefited from the comprehensive allocation. Police Lieutenant (PLT) positions received 607 advancement slots, while Police Captain (PCPT) ranks were allocated 320 opportunities. Police Major (PMAJ) positions garnered 1,119 promotional slots, and Police Lieutenant Colonel (PLTCOL) ranks received 263 advancement opportunities.
